WHAT MAKES YOU A FIT: 

The Technical Part:

  • Master’s Degree in Planning with at least seven (7) years of experience executing projects with specific expertise in the key project area of planning, development, or execution of emergency plans, emergency response plans, and/or analyses, and risk assessments is required.
  • Bilingual (English & Spanish).
  • Shift: Administrative and according to business needs.
  • Hybrid support: 80% In-Person and 20% Remote.
  • Strong background with community or social planning and vulnerable populations is preferred.
  • Strong analytical and research skills and excellent communication and interpersonal abilities.
  • Experience in:
    • Geospatial data collection
    • Developing emergency plans in coordination with the municipality and state agencies.

AS A PIECE OF FITS, YOU WILL: (The day-to-day on the job)​​​​​​

  • The community of Santa Clara requests an Emergency Plan that includes a comprehensive risk and community safety study to evaluate and address the main risks threatening residents. This involves identifying and analyzing the risks that threaten the safety of Santa Clara residents which include floods, overflowing of the Jayuya River and the Santa Clara stream, strong winds, heat waves, potential landslides in the northern area, earthquakes and fires related to the LUMA substation located in the community. The study should focus the content on the community and generate technical information to establish safe evacuation routes, design specific assistance protocols for vulnerable populations (seniors, people with disabilities, and young children), identify meeting points, and strengthen response capacity.
  • This effort aligns with the community's vision of strengthening life protection and responds to resilience goals and objectives that seek to ensure care for vulnerable populations as well as preventative planning.
  • The study should be aligned with the following goals, objectives and actions established by the community in their Community Resilience Plan:
    • Strengthen Community Cohesion.
    • Create a community database with information on residents with special needs and available people/resources to respond to emergencies.
    • Implement a community peer support program, assigning volunteers to support vulnerable people or those with special needs.
    • Train residents in emergency management.
    • Organize a community volunteer program to address various aspects of Santa Clara's development, health, and safety.
    • Manage a safe, healthy, and prepared Santa Clara.
    • Promote the development and implementation of an emergency plan for the protection of and response to risks in historical structures.
    • Collaborate with the Municipality of Jayuya to develop a plan for the preservation and emergency management of the chimneys of the former Santa Bárbara Power Plant.
  • Identify and develop the methodology and tools necessary to conduct the study in the community. Examples include, but are not limited, to: Geospatial data collection; Analysis of census data, economic analysis indicators, geospatial data and other relevant sources; Development of data gathering tools such as surveys, interview questions, focus groups, among others; Development of maps or layouts to represent, for example, evacuation routes or other important routes; and Development of cost-benefit, supply and demand, and other analyses, among other methodologies and tools.
  • Develop emergency protocols in coordination with the municipality and state agencies, and other stakeholders such as non-profit organizations.
  • Prepare a detailed workplan schedule of site visits and coordinate access to the assessment area between community representatives and residents.
  • Coordinate access to the assessment area with community representatives and residents.
  • Conduct a literature review of relevant sources, including research papers, studies, books, articles, and other pertinent documentation.
  • Conduct a review of relevant planning frameworks to investigate existing plans that may complement the expected objectives of this study, such as Risk Mitigation Plans, Municipal Recovery Plans, Emergency Management Plans, Debris Management Plans, among others.
  • Implement the approved methodology and data gathering tools.
  • Use and manage a storage repository for all data collected and ensure Personal Identifiable Information.
  • Analyze data gathered.
  • Develop an emergency plan, including introduction, methodology used, key findings identified through analysis of existing conditions, courses of action with activities, and steps to follow.
  • Create an accessible presentation for community members that summarizes the emergency plan objectives, methodologies, key findings, recommendations, courses of action, and any other relevant content included in the emergency plan in a language accessible that ensures community engagement and action.
  • Coordinate the final presentation to the community with community representatives and residents.
